The Drivin Clean birthday package is only available to northeast Missouri residents living in the following counties: Scotland, Clark, Lewis, Knox, Shelby, Marion, Monroe, Audrain, Montgomery, Warren, Lincoln, Ralls, and Pike.
The Drivin Clean birthday package is only available to teenagers turning age 16 between November 1, 2009 and April 30, 2010.
The request must be made at least two weeks in advance of the teenager's 16th birthday.
