The State of Illinois will *not* lay off 26 hundred workers at state prisons as part of an arbitration agreement reached Monday.  You'll recall last summer Governor Pat Quinn announced the layoffs and a mandatory furlough program to save the state money.  The American Federation of State, County and Municipal Employees took the issue to court where a judge halted the layoffs.  The new agreement stops layoffs through June of next year, except those of correctional facilities that are closing in other areas of the state.

Voters turned down two tax increases in November which would have raised the four million dollars needed to build a new courthouse. On Tuesday, commissioners are asking voters for *one* tax increase -- a half-cent sales tax to pay for a 27 thousand square foot facility.
