Is the Mississippi River flood control proposal that's called Plan H a good or bad thing?

A lot of Missourians think it could prove catastrophic, and the leader of an opposition group says he hopes to permanently sink it.

Jerry Daugherty told the Hannibal Courier-Post that he hopes to bury Plan H so far beneath the Mississippi's muddy waters that it never sees the light of day.

 Daugherty said he planned to attend Friday's annual meeting of the Upper Mississippi, Illinois and Missouri Rivers Association.

The group initially backed Plan H, but since then has said it welcomes other proposals for preventing major floods.

As it stands, Plan H would allow all but about 20 of the 140 levees along the upper part of the river to be raised to 500-year-flood levels last seen in 1993.

Most of the berms that would be left off the list are in Pike, Lincoln and St. Charles counties, where significant development has taken place.
