Man in question found to have diminished mental capacity

QUINCY, ILL. -- UPDATED: July 27 at 11:30 a.m.

Quincy police investigators have interviewed the male sought for questioning in this case.

Investigators conclude there was no criminal intent, and no intent to harm the child.

Police say the man in question has diminished mental capacity and was attempting to shake the child's hand. QPD will not press charges.

The mother of the child was nearby at the time of the incident.

UPDATED: July 26 at 5:30 p.m. 

QPD has received a positive identification on the male in this investigation and are attempting to locate and interview this individual.

The identity of this person is not being released at this time as the circumstances of the incident are still under investigation.

QPD is investigating a possible attempted child abduction of an 8-year old female at Quincy's Hobby Lobby on Monday at approximately 5 p.m. 

The mother of the child reported to Quincy Police Department the child informed her an adult male tried to take her hand and walk away while in the store.The child said she was able to pull away from the male.

A possible description is that the suspect is a white male in his 30's, sunburned, wearing an orange shirt with white lettering, white shorts and leather sneakers.  The subject may have been seen in a black VW Jetta with Missouri registration.
