City Utilities Department director David Kent says the frequent changes in weather along with the drought cause the breaks. Kent said there is no easy way to prevent this from happening in the future and he says that once the temperatures increase, the number of breaks will fall greatly.

Moline, Illinois had six breaks in one day and the Saint Louis area is averaging 20 breaks a day.

Kent said there are a few ways the city notifies people of boil orders. He said the media is the main source, as well as the city's website.
