KANSAS CITY, MO. (AP) -- Four Midwestern secretaries of state were meeting in Kansas City on Monday to discuss changes in federal military voting programs.

Robin Carnahan of Missouri, Ron Thornburgh of Kansas, Michael Mauro of Iowa and John Gale of Nebraska were touting improvements to the Defense Reauthorization Act, which goes into effect in 2010.

The four top election officials - two Republicans and two Democrats - were to conduct a news conference at the National World War I Memorial in Kansas City to voice support for the military voting measures.
