Many voice concerns after Hannibal murders

Last weekend's Hannibal murders have left many family and friends with unanswered questions.

The suspect, 32-year-old Manuel Cazares accused of killing 27-year-old Amanda Thomas of Hannibal and her high school friend 25-year-old Patrick Epley of Monroe City is an illegal immigrant.  Many of you have asked the question, how can an illegal immigrant slip through the cracks?

We talked to Hannibal Police Department earlier this week.  The department told us that Cazares had all the identification to prove he was in the country legally.  There was no reason to think that he was here illegally.  Police say further questioning about a person's legal status when valid identification has been provided could result in civil penalties.  That's where federal entities such as Immigrations and Customs Enforcement or ICE come into play.

"ICE has a very active criminal alien program. We work in partnership with local law enforcement agencies, they don't have to do anything special to participate other than refer the people that they arrest who they suspect might be in the country illegally or deportable," said ICE spokesman Cark Rusnok.

The ICE spokesman told us most local law enforcement agencies don't have immigration law enforcement authority, but there's a way to get it.  There's a program that gives local police authorization if properly trained.

illegals

yes, hpd acted like "oh, sorry guys, we didnt know" they have been told by people before he was illegal and now its too late. he has single handedly messed up the lives of so many people and its all because they let him slip through the cracks. the police depts excuses doesnt bring amanda or patrick back. these restraining orders are worthless unless they intend to reinforce them w/ some form of punishment. he should have been incarcerated and deported immediately. ICE has proven how easy it is to check someone's legal status. ICE is not the one to blame here. they would have easily stepped in and done their job if needed. but, hpd would have had to notify them for them to do that.so who is really to blame here? ICE needs to give hpd some training because obviously they arent capable of handling anything that requires a simple phonecall or paperwork to help keep people safe. oddly the motto on police cars says " to serve a protect" ironic, the only one who got protected in this situation is the murderer.

Regardless of the number of tools a person,group,or organization has the most important one is the Desire to do the job. These are the consequences of when each person involved in this tragic event decided to look the other way by saying He's a nice guy just trying to make a life for himself, It's not my job to check his immigration status, I don,t have the time to check him out. What got these people killed was EXCUSES. People unwilling to take the personal responsibility to do their job. That is the biggest tragedy of this whole incident because that kind of attitude will most likely get someone else hurt,robbed, or killed.

This is a traggic event for the community. ICE should step up and go to local restraunts and ask for people to provide documentation, proving their ability to work leagally in this country. This should be obvious for the restraunts which have had past problems with this issue, like Gran Rio in Hannibal. Restraunt owners should also have the documentation on hand in a file when the person is hired to work at their establishment. The checks should be a regular event that happens several times a year, and not wait until something happens to do their job. I know what some people will say, and NO I dont feel as this is harrasment!

It sounds like there is more info at the fingertips of HPD than was utilized with Cazares. I know where I work, it's very simple to contact ICE and determine whether a person is here legally or not. They're usually very prompt with action. It's funny how everyone else is getting the blame and why every single excuse in the book is being thrown around. It's always someone else's fault or a reason why hands are "tied" and a job can't be done properly. Excuses.... maybe after this, maybe HPD and QPD should ensure that they are trained by ICE on issues of immigration... think?????
