(AP) -- CHICAGO (AP) - A former head of the Illinois Department of Human Services who Gov. Pat Quinn appointed to lead the state's African trade office has declined the international trade post.

Carol Adams sent the governor's office a letter Friday turning down the job offer, saying family medical issues make moving to  South Africa impossible. She was to assume the post in January. Quinn spokesman Bob Reed says the governor's office respects Adams'  decision. Reed says Quinn still plans to fill the Africa post.

Adams was hired by ousted former Illinois Gov. Rod Blagojevich in 2003. She has faced controversy over her use of drivers while at the state human services department.
