HANNIBAL, MO. -- Hannibal police officers were involved in a bizarre arrest over the weekend.

31 year-old Phillip Smashey is charged with burglary, possession of a controlled substance, tampering with evidence and resisting arrest.

Police got a report from someone who heard gunshots.

As officers approached Smashey, he ran.

A few minutes later, police got another report from a resident at Schwartz Manor that Smashey allegedly entered her apartment and ordered her to leave because police were chasing him.

She went to a neighbors and called police.

As officers arrived, a resident said Smashey jumped from a second-story window and fled.

Officers eventually found Smashey on Lemon Street.

As they were taking him into custody, officers said Smashey put methamphetamine into his mouth and swallowed it.

Phillip Smashey was not burglarizing any place.He ran orwalked into a high rise apt buildingoccupied by older people.He knocked non an old womans door and asked if he could use the phone He dialed 911 because he thought he was being gunned down by the police.He asked the lady if it might be better for her to go somewhere nelse and she went to a friends house and called 911. Phillip broke a window out and jumped two stories down and went to a friends home Later that evening he walked to a local convenience store and the police pulled up He offer nno resistance at all.So before lives are ruined and embarrassed please get the facts.And yes we are trying to get help for his condition and hopefully this will not happen again
