QUINCY, ILL. -- The state of Illinois was too optimistic about revenue for fiscal year 2012.
Because it didn't bring in as much as expected, local governments likely won't get as much from the state.
According to Quincy Mayor John Spring, that means the city has to cut $650,000 from its projected budget.
That's bad news for its neighborhood enhancement program.
"I was hoping to really gear that back up this coming year. Now, we'll probably have to reduce it back a little until we know what will happen with the state. But I'd rather be conservative in our approach than put money in there I know we may not get," said Mayor Spring.

The neighborhood enhancement program began about three years ago.
It pays for projects around the city.
