Shelby County woman faces sex charges

A former food service worker at a Shelby County school faces multiple sex charges.

Angela D. Proper of Shelbina was arrested last Friday and is charged with two counts of statutory rape in the second degree.

Proper worked for OPAA! Food Management in the high school's cafeteria, Shelby County R-IV School District Superintendent Rick Roberts said. The company is an outside contractor with the school district meaning Proper was not employed directly through the school district.

The first alleged acts occurred during April or May, 2011.

Proper allegedly knowingly had intercourse two times with a minor who was less that 17-years-old when she was over 21-years-old.

Then in the fall of 2011, she performed sexual acts on a minor, investigators said.

Proper called the school in late January and said she wasn't coming back, Roberts said.

Members with the Department of Family Services and the Missouri State Highway Patrol began questioning students on the issue about a week later.

No arrests were made on school property and Roberts stressed that the allegations were related to events outside of school.
