Quincy, IL -- An amendment to a proposed ordinance to allow any citizen of Quincy to speak on any topic at a city council meeting failed Monday night on a party line vote with democratic Mayor John Spring casting the deciding fatal blow.
Another motion to table the proposed ordinance indefinitely passed.
Mayor Spring says he will appoint an ad hoc committe with alderwoman Jennifer Lepper who favors the bill, and alderman Steve Duesterhaus who opposes the bill, as members along with other interested parties.
Lepper says she wants to see a public forum comment time at every city council meeting.
Citizens would have until 2 on the afternoon of the meeting to sign up to speak, with the number of speakers each meeting limited to the first 6 who ask to be heard and each speaker limited to 3 minutes.
The only other significant action was a vote to do away with collection of a fuel flowage fee at Baldwin Field.
This will cost the city about 30 thousand dollars a year.
It means those who fuel private, corporate and commercial aircraft will no longer pay a tax on the fuel pumped in Quincy.
