NORMAL, Ill. (AP) - Illinois State University is freezing pay rates for nonunion faculty and staff for the fall semester, citing budget woes.

In a statement on the university's Web site, President Al Bowman says the state has given ISU nearly the same funding it received last year but has cut money to key programs.

He says the state has cut $10 million for the school's tuition waiver program for veterans and for the Monetary Award Program that provides financial aid.

Bowman says a "modest midyear salary increase" that would be retroactive to the beginning of second semester could be possible, depending on what comes out of state budget discussions in January.

ISU has nearly 1,900 faculty and staff and more than 20,000 students.
