SPRINGFIELD, ILL. (AP) -- The Illinois House has approved a $205 million increase in college scholarships, but lawmakers say it's up to the governor to find the money.

Republicans complained about the measure, but the House OK'd it 115-0.

Gov. Pat Quinn approved a budget in July with half the needed funding - $220 million - for the Monetary Award Program.

Lawmakers gave him $1.2 billion to spend as he wished, but he used that for social services.

Then, he complained lawmakers had shorted the scholarship program.

The promised increase comes as Illinois' budget is billions of dollars in debt.

Also Thursday, Democrats blocked the GOP's attempt to call a vote on a tax amnesty plan Republicans say would bring in $105 million.

The bills are SB1180 and HB4622.
