JEFFERSON CITY, MO. (AP) -- Lawmakers are crediting Gov. Jay Nixon with bringing a less-partisan tone to the Missouri Capitol during his first year in office.
Nixon also cites the improved civility as one of his biggest successes.
But better cooperation did not always produce results.
While the Democratic governor's economic proposals passed the Legislature, his health care policies fizzled in the Republican-led House.
Financial realties forced Nixon to make cuts, but he did so without gouging education or seeking tax increases.
In 2009, Nixon also weathered his first scandal as governor - his administration's initial cover-up of poor water quality tests at the Lake of the Ozarks.
