Legislative districts are redrawn every ten years after the U-S Census.
There's a move in Illinois to change the way those districts are drawn.
Todd Maisch with the Illinois Chamber of Commerce spoke about the issue at the Quincy Rotary Club.
As it is now, whichever political party has the majority, draws up the districts.
Maisch says that's like have lawmakers chose their voters instead of the voters choosing their lawmakers.
There's an initiative to change the state constitution to have the districts drawn up by an independent council.
"The most telling statistic out there is of all the contested races involving incumbent legislators, more than 500 this decade. Only eleven incumbents have ever lost. We think that's a pretty compelling case, the system bakes in incumbents and that's what we need to change," says Maisch.
A half a million signatures need to be collected by May in order to get the initiative on the November ballot.
