DES MOINES, IOWA (AP) -- Iowa legislative leaders are proposing a structure for an expanded health care system for low-income residents, but they acknowledge money isn't now available to start up such a system.
The program announced Tuesday by Democrats who hold majorities in the House and Senate calls for regional health centers so that working poor residents could get care closer to home. Iowans also would be given more help finding affordable health insurance, and some people would get subsidies for direct care.
The measure was based on the recommendations of a special commission that has studied the health care system for two years.
Backers say approving a structure will help deliver better low-income health care if Congress approves a plan for expanding health services.
