SPRINGFIELD, ILL. (AP) -- Gov. Pat Quinn's administration is warning that his budget proposal will deliver painful news for people across Illinois.

The proposal will call for cutting many services, including education, state police and child care.

Quinn budget director David Vaught said Saturday that school money could be cut by $1.4 billion. He says 17,000 teachers could lose their jobs.

Vaught estimates 6,000 children could be affected by cuts to child care programs. Quinn also will propose cutting the state police budget by $32 million, which could require layoffs.

Even with such cuts, Quinn will call for an income tax increase Wednesday to help erase the biggest deficit in Illinois history.
