QUINCY, ILL. -- The Quincy City Council remains divided over the particulars of the hydro-power generation effort.
Council members voted 9 to 5 to hire Mike Alexander as a lobbyist to help push the process forward in Washington D.C.
Then on a 12-2 vote, council members approved a plan to go forward with investigating a power purchase agreement.
The corporation charged with overseeing the project will meet again March 22nd.
Aldermen gave first reading to an ordinance that would guarantee public input at all city council meetings.
The proposal would allow up to six citizens three minutes each to make points to the city council as part of every agenda..
Mayor John Spring is vice president of the Illinois Municipal league.
Spring says all mayors will be fighting against a proposal by Governor Pat Quinn to reduce the 3 percent revenue sharing in the upcoming fiscal year.
If Quinn's plan goes through, the City of Quincy will lose about $870,000.
