QUINCY, ILL. -- The Quincy City Council voted 9 to 5 to reject the planned relocation of Lucky Dog Daycare to 812 Hampshire.
Lucky Dog's owner had requested a special use permit for the site behind the former Tony's Old Place restaurant.
Fourteen speakers, mostly opponents, addressed the council Monday night.
The owner of the Butcher Block said he and the other businesses would gladly support Lucky Dog, but opposed it on Hampshire because of concerns about waste runoff, noise and traffic.
Alderman Paul Havermale moved to ask the planning department to look into revising the zoning to specifically allow "doggy daycares."
The council also hosted its first "public forum" as part of the first meeting of the month.
