HANNIBAL, MO. -- Hannibal still doesn't know who its new Second and Third Ward councilmen will be.
No candidate in either ward got at least 50 percent of the votes cast in Tuesday's election, so the top four candidates will compete in a runoff election on Tuesday, April 20.
In the Second Ward, the top two candidates are Mike Dobson and Joe Lyng. In the Third Ward, they're incumbent Lou Barta and Roy Que Ferrel, Junior.
