Ill. governor to sign bill aiding universities

SPRINGFIELD, ILL. (AP) -- Gov. Pat Quinn says he'll sign legislation that will help Illinois universities.

Quinn isn't saying which bill he plans to sign Tuesday, but many universities are waiting on a measure letting them borrow money to cover expenses during the state  budget crisis.

State government owes universities hundreds of millions of dollars.

Some schools report they're so broke that they can barely make payroll each month.

The legislation would let them borrow the same amount the state owes them.

The money would have to be repaid in a year or within 10 days of the state paying its bills.

Southern Illinois University President Glenn Poshard is scheduled to be at the signing ceremony with Quinn.

Poshard has been a strong advocate of the borrowing bill.
