QUINCY, ILL. -- An Adams County Grand Jury has returned an indictment of first degree murder against Phillip Diaz, 28 of Chicago.
Diaz was arrested in connection to the murder of Ian Barksdale outside a Quincy fast food restaurant earlier this year.
Because of the secret proceedings of a grand jury and the returned indictment, Diaz will not have a preliminary hearing where some details of the case would have been revealed in open court.
No date has been set for when Diaz will enter a plea.
He was arrested in Chicago by the U-S Marshall Fugitive Task Force about a month after he allegedly shot Barksdale.
Diaz remains in the Adams County jail on a one million dollar bond.
