Illinois' sinking bond rating seems to be costing it more money.

The Civic Federation of Chicago estimates that the state will have to pay more than 550 million extra to cover the costs of borrowing because of the bond rating.

The research group says the burden of the extra costs will be felt in the coming years when the state can only expect a modest economic recovery and continuing tough financial times.
