HANNIBAL, MO. -- Hannibal residents are now driving on a street that's been closed off and on for about two years.
West Ely Road opened to traffic Monday.
The complete reconstruction of the road began back in 2009 but was hampered by a wet winter and spring.
The project cost $900 thousand.
The money came from bonds issued on the half cent sales tax voters made permanent back in 2008.
