HANNIBAL, MO. -- A Hannibal ordinance to allow a neighbor to have a commercial or construction grade vehicle on residential property is a little unclear in its wording.
That was the issue that came up at Tuesday night's Hannibal City Council meeting.
Kim Caddell has jumped through several hoops to be able to keep her backhoe in her residential neighborhood.
She said, "I have a backhoe sitting on my back lot right now. We've used it to clean up my lot. We helped this year with the snow."
So far, 19 of her neighbors have said yes to allowing her backhoe in their residential neighborhood.
Six people have said no, and five did not vote at all.
City ordinance requires her to collect yes votes from 75 percent of her neighbors within a certain radius.
Tuesday night, the council amended the ordinance by allowing Caddell to go back to those people who did not return their ballots and try to get a yes vote out of them.
Caddell said, "They're saying that those five people who didn't send their vote back are considered no. They're not considered yes, and they say they're not considered no, but they are considered no."
In other action, the Hannibal City Council voted to allow Magruder Construction to dredge Nipper Park Marina for a little more than $91,000.
