QUINCY, ILL. -- Quincy Mayor John Spring and Chief of Police Robert Copley plan to kick off the 2011 Project Red Ribbon for the Quinsippi Chapter of Mother Against Drunk Driving this morning.
The event kicks off this morning at 9a.m. at the Quincy City Hall.
