Hannibal charter changes in hands of voters

HANNIBAL, MO. -- The Hannibal City Council is asking voters for their input on how the Board of Public Works operates.

Aldermen voted Tuesday to place two BPW charter changes on the April municipal ballot.

According to the Hannibal Courier Post, the council gave an emergency reading and unanimous vote of approval to ballot measures asking voters to let the BPW board members attend meetings electronically.

The charter currently prescribes that the board meet at City Hall and does not address attendance by conference call or videoconferencing.

The council offered only support for the electronic attendance measure.

General Manager Bob Stevenson says the measure would help the four-member board avoid a lack of quorum if, for example, one member is out of town and another falls ill.
