Man shot by investigators charged in chase

A man shot by sheriff's deputies after leading them on a high-speed chase is out of the hospital and in jail.

The Marion County Prosecutor's Office charged Ted Rupp, 42, of Hannibal with assault or attempted assault on law enforcement and unlawful use of a weapon.

The chase began March 11 in Ralls County and ended in Marion County. Rupp was hospitalized for nearly a month with what were originally called critical injuries.

The owner of a Ralls County motel called investigators the morning of March 11 to report an unknown person in his motel.

A deputy arrived on scene and walked up to the second story where the suspect, later identified as Rupp, was last seen, according to investigators. The deputy then spotted the man who jumped over the second story railing and fled the scene, according to the Sheriff's Office.

Marion County deputies along with the Hannibal Police Department and Missouri State Highway Patrol joined the pursuit just before 7 a.m. when Rupp entered Hannibal, investigators said.

Rupp blew his right front tire upon hitting a spike strip laid out for him near Hannibal High School. Rupp lost control of his vehicle near the Fiddlesticks restaurant and crashed into an embankment, according to the Sheriff's Office.

He refused to show deputies his hands and returned to the vehicle and pulled a rifle on the deputies, Marion County Sheriff Jimmy Shinn said. The deputies immediately shot Rupp.

Neither deputy was harmed. Shinn refused to release their names.

Rupp is scheduled for arraignment Friday before Judge John Jackson at the Marion County Courthouse in Hannibal.
