Keokuk teen released in fatal crash

KEOKUK, IOWA -- A teenager arrested in an Oct. 20 crash that killed a Keokuk man was released from jail Monday.

Devin L. Lewis, 19, is charged with vehicular homicide. A judge granted a pre-trial release agreement Monday. He was scheduled for a court hearing Tuesday which was postponed, according to the Lee County Clerk of Court's office. A new court date has not been set.

The Lee County Sheriff's Department says Howard Jason Vincent, age 35, was northbound on Highway 218 when his vehicle was struck head on by another vehicle. The driver of the other vehicle was later identified as Lewis, deputies said.

Vincent was pronounced dead at the scene.

Lewis fled on foot, investigators said. He was located shortly after at his home. Authorities have not confirmed whether alcohol or drugs played a part in the crash.

Lewis must conform to a number of conditions as part of his pre-trial release agreement. He must remain at home unless he's traveling to work. He must also refrain from drug or alcohol use. He's subject to random drug and alcohol testing.

Court records show that Lewis has a number of previous traffic citations.

-  Sept., 16 2009 he pleaded guilty to a charge of failure to stop in a safe and sure distance.
-  June 29, 2009 he pleaded guilty to failure to maintain control.
-  Oct. 10, 2009 he pleaded guilty to motorcycle and motorized bike violation.
-  Dec. 27, 2011 he pleaded guilty to failure to maintain control.
