Police respond to shooting on Quincy's South side

QUINCY, ILL. -- The Quincy Police Department says U.S. Marshals Fugitive Task Force arrested Vincent B. Carter Friday before 11 a.m. Click here for the newest details as they are released.

The Quincy Police Department was called to 219 S. 11th Street just after 3 p.m. Thursday for reports of a gunshot wound. One male was shot while another fled the scene.

An arrest warrant was issued for Vincent B. Carter, 44, by the Adams County Circuit Court Thursday evening. Carter has been formally charged with 1st degree murder in the shooting death of Terry L. Williams, 53, on January 3rd.

Williams was shot with a small caliber handgun. He was taken to Blessing Hospital where he was prounounced dead a short time later.

According to Det. Sgt. John Summers, after the shooting occurred, Carter fled on foot. He was described as a bald black male, approximately five foot seven inches tall, wearing red and black sweatpants and a tan fuzzy coat.

"It was not street violence," Quincy police chief Rob Copley said Thursday. "These were people who were on location who knew each other, so it's not like he's stalking people on the streets. I want to relieve fears in that manner."

Following the incident, Det. Sgt. John Summers stated that a search for the suspect lead officers to several locations within the city, but the suspect was not immediately located.

The Quincy Police Department, Adams County Sheriff’s Office and U.S. Marshals Fugitive Task Force worked together to locate and apprehend Carter.

Chief Copley said Carter was considered armed and dangerous and should not be apprehended.

Bond has been set in the amount of $1,000,000.
