Federal agency grants Quincy hydropower permits

The City of Quincy received promising news about long gestating hydroelectricity projects along the Mississippi.

The Federal Energy Regulatory Commission granted the city preliminary permits for proposed hydroelectric turbines for Lock and Dam 24 in Clarksville, Mo., and Lock and Dam 25 in Winfield, Mo.

The city was vying for the permits against Free Flow Power of Boston, Mass, according to documents posted on FERC's web site Friday.

Friday's ruling allows the city to submit an application to develop hydroelectric power plants on the river dams.

The city has spent more than six years and $5 million trying to develop hydropower projects along the Mississippi River.

City council members voted in September 2009 to take out $6.6 million in bonds to work on the licensing of the hydropower plant.

FERC denied a rehearing for the City of Quincy's Hydropower Project at Lock and Dam 21 leaving the city with the bonds, but no power plant in Quincy.

The city voted to continue its attempts to gain hydropower with the plan to sell the licenses to a third party to recover the money lost in the city's efforts at Lock and Dam 21.
