Update: New problem plagues 2008 Hannibal flood buyout

2008 Flood buyouts in Hannibal have hit a snag.
WTAD radio reports that asbestos and lead have been discovered on 5 of the properties that were appraised.
City Manager Jeff LaGarce says that those properties date back to before the EPA was even established.
LaGarce says that the Missouri Department of Natural Resources has two programs that can help with the clean up.
Terracon Consultants have been hired by the city to determine what the city will have to do to clean up and get the properties eligible for the buyout program.

Some of those Hannibal residents in the Bear Creek area and along the Mississippi are seeing progress in their quest for flood buyouts after flooding in 2008.
Residents received letters from the city of Hannibal Tuesday, confirming their homes were eligible for a FEMA buyout.
We caught up with one resident as she opened her letter.
According to it, residents can expect to see offers and money for their properties in the next couple of months.
