CHICAGO (AP) -- The Illinois Educational Labor Relations Board plans to hold a December hearing on an unfair labor practice complaint from the Chicago Teachers Union over the longer school day issue.

A 2007 National Council on Teacher Quality report found the Chicago Public Schools has the shortest school day among the nation's 50 largest districts and one of the shortest school years.
Union president Karen Lewis is calling the offer of cash incentives to elementary schools that lengthen their school days by 90 minutes an "ill-thought out gimmick" and "illegal."
CPS officials late Thursday said the board's announcement does not constitute a binding legal opinion, simply that enough legal questions were raised to require further examination.
Officials say 13 elementary schools in the Chicago area have voted to extend their school days by 90 minutes.
