ILLINOIS (AP) -- Illinois Governor Pat Quinn was not happy that voters rejected an amendment to the state constitution that would have made it harder to expand retirement benefits.

Quinn says that a complete overhaul of the current system is needed.

He says it is the only way to balance the state's books and make sure that needed funds keep going to services like education and law enforcement.

Quinn says that he is still optimistic that a compromise can be reached to bring down the growing pension costs for government and other workers.
