U'SAgain donation bin update

QUINCY, ILL. -- You may remember two weeks ago we ran a couple of stories about the U'SAgain clothing and shoe donation bins that popped up in Quincy.
City attorneys sent the company a letter telling the company it's violating the city recycling ordinance, and the bins have to be taken out of the Gem City.
KHQA checked on the situation Friday.
U'SAgain says some of the bins have been removed at the request of the site sponsors who no longer want the bins on their property.
KHQA also learned U'SAgain has been in contact with the city of Quincy to try and resolve the issue.
"We're still really learning about the nature of this business. I think maybe the root of the problem is there is a misunderstanding about what they really do. As far as I can tell, they collect used clothing and sell it on another market somewhere," says Assistant Corporation Counsel for Quincy, Chris Scholz.
Chris Scholz tells KHQA U'SAgain is telling the city it's not in the recycling business, but in the second hand clothing business.
So, the bins wouldn't necessarily break the recycling ordinance, but that doesn't mean Quincy is ready to welcome U'SAgain back with open arms.
There are zoning laws that come into play.
The bins would have to be on property that is commercially zoned.
Even if they are, there are other issues because businesses can only operate one business on a property.
They can however get an accessory business with the proper permit.
Bottom line, this issue is not over.
City attorney will be going over the ordinances and laws to see if the U'SAgain company can be in Quincy legally.
