SPRINGFIELD, ILL. (AP) -- Rep. Mark Kirk has voted against legislation helping states pay for teachers and health care, just one day after he said he was likely to support the measure.

The $26 billion legislation was approved largely along party lines Tuesday and President Barack Obama plans to sign it.

A day earlier, Kirk had said the jobs bill would not increase the federal deficit and that he was inclined to support it.

But when it came time to vote, the Republican Senate candidate was a "no."

Kirk says he voted against it because the bill included more spending and taxes than he first thought.

Democrats accuse Kirk of lying about the bill.

The AFSCME public employees union says he can't be trusted.
