Federal safety officials investigating a fatal school bus accident near St. Louis are looking at whether seat belts could have helped.

A Missouri task force reccommended seat belts back in 2005 asking school districts to consider buses with factory-installed lap and shoulder harness seat belts.

The biggest concerns against them are cost and reducing capacity of the buses.
