SPRINGFIELD, ILL. -- New Illinois Sen. Mark Kirk still hasn't decided whether he's for or against repealing the "don't ask, don't tell" policy on gays in the military.

A spokesman said Thursday that Kirk continues to review the policy and talk to military experts.

The U.S. House voted Wednesday to repeal the policy and let gay people serve openly.

The Senate could vote on the issue soon.

Spokesman Lance Trover says Kirk opposes voting on the issue before Congress resolves a federal spending bill for the coming year.

Kirk has pledged to oppose action on any other subject until tax and budget measures have been approved.

Kirk, a Republican, serves in the Navy Reserve.
