Heated argument following Quincy City Council meeting

QUINCY, ILL. -- It turned out to be a calm meeting at Monday night's Quincy City Council meeting, but that was not the case when the meeting adjourned.
The council debated whether there should be three ordinance readings to revise the city's electrical code.
Third Ward Alderman Paul Havermale moved to suspend the rules and adopt the revisions on the second reading, rather than the third reading, which is standard procedure.
Fourth Ward Alderman Mike Farha told the council he didn't want to quote, "ram rod," the ordinance through on the second reading and wanted another week to review the revisions.
The council voted 7 to 6 to not suspend the rules.
Therefore, there will a third reading of the ordinance next week.
Farha and Havermale, both republicans, had a heated argument following the meeting about the issue.
