HANNIBAL, MO. -- On New Year's Eve, an 18-year-old mother from Oklahoma shot and killed a man who had broken into her home. All of this happening as the woman was on the phone with 911.

So when a call comes into a 911 dispatch center, operators have no idea what they're going to encounter.

We wanted to know what kind of training and what kind of calls dispatchers get at the Marion County 911 Center in Hannibal. Mike Hall is the director and he says his telecommunicators are instructed not to give direct advice on whether or not to use deadly force in any type of situation. And he says sometimes the information that's given to dispatchers during the call isn't what exactly is going on at the scene.

"Perhaps suggest an action with the qualifier saying if it's safe to do so. Or as in this case where she said, you need to do what you feel you need to do to protect your child. And that's excellent instructions because the dispatchers not there at the residence and can't really guarantee that what information is going to be the best. It's up to that individual to make that call for themselves," said Hall.

Hall went onto add that if someone decides that they're going to have a gun for protecting themselves, they should be very familiar with the laws in their state and not wait until making a call to 911 to see if they're ok or not about shooting a possible intruder.

As for the 18-year-old mother in Oklahoma who ended up shooting and killing the man who broke into her house, prosecutors and police say the shooting was justified and that no charges will be filed.
