Quincy won't get money from Paper Box owner, for now

QUINCY, ILL. -- The city of Quincy will not be able to recoup legal fees accrued while trying to get a historic building back up to code.
Donald Weinberg owns the Quincy Paper Box building on North Third Street in Quincy.
You'll recall the city wanted Weinberg to pay $40 thousand in attorney's expenses associated with litigation surrounding the building and the enforcement of ordinance violations regarding broken windows in the structure. The windows were causing a hazard on city sidewalks.
According to the Quincy Herald Whig, a judge has said no to that motion.
The city could still recover the legal fees if the city moves forward with foreclosure proceedings on the property.
